EOC ACTIVATION LEVEL: 2 PARTIAL – Type 3 EOC Management Team II.
EXECUTIVE ORDERS
A.
Governor Deal Continues State of Emergency for Georgia III.
CURRENT SITUATION
A.
Primary roads are in good condition with icy spots. Secondary roads are in poor condition with many that are completely impassable. Progress has been made on clearing parking lots at county buildings and additional work will be required on Thursday.
B.
Both the City of Canton and Woodstock Area Commands have terminated operations.
C.
Public Safety vehicles (Ambulances, Sheriff’s Units, and Fire Engines) continue to have difficulties in responding to calls for service along secondary roads. The Emergency Operations Center has deployed wreckers to several locations to assist these units.
D.
The emergency Operations Center continues to provide special needs assistance in partnership with local volunteer organizations.
E.
The National Weather Service calls for sunny skies today, high around 29F. Tonight clear low 16, winds calm.
F.

EMERGENCY SUPPORT FUNCTIONS ACTIVATED
ESF-2: Communications & Warning
A. Providing watch/warning information.
B. E-911 Center staffed with extra personnel and a plan has been activated to ensure adequate staff for next shift change.
C. E-911 providing staffing for CAD position in EOC.
D. Amateur Radio Group providing storm spotter services and road condition reports.
ESF-3: Public Works
A. Providing coordination with multiple field units.
B. Monitoring and evaluating calls for service specific to public works.
C. Monitoring traffic cams and state DOT information.
D. Acting as Liaison with state DOT
E. Continues to maintaining 12 hour operational shifts until further notice.
F. Plowing of primary roads complete. Secondary roads now being attacked.
G. Responding to emergency services situations as directed by the Emergency Operations Center.
H. Emergency Operations Center is coordinating the deployment of County Parks and Recreation personnel and equipment to assist Property Management crews in the clearing of County parking lots and walkways.
ESF-4: Firefighting
A. Responding to calls for service
B. Providing resource support and coordination for Fire-ES field units.
C. Assisting with multi-agency coordination.
D. Transporting essential personnel.

ESF-5: Emergency Management
A. Providing EOC Management and Multi-Agency coordination with all community stakeholders.

C. Continues to provide information to all emergency management program stakeholders through a wide range of communications systems including social media.
D. Continues to coordinate with National Weather Service concerning ongoing situation and forecasts along with local spotter reports.
E. Monitoring resource support and evaluating future needs.
F. Coordinating with local volunteer organizations concerning specific special needs cases as they are reported.
G. Monitoring the availability of fuel for public safety vehicles within the county.

A. Only isolated power outages have been reported during this period.

OPERATIONAL PERIOD:
Monday January 10, 2011 (6:00 PM)-Tuesday January 11, 2011 (12:00 PM)
I. EOC ACTIVATION LEVEL: 2 PARTIAL – Type 3 EOC Management Team
II. EXECUTIVE ORDERS
A. Governor Perdue Issued State of Emergency for Georgia
III. CURRENT SITUATION
A. Freezing drizzle has further complicated travel problems during the period. While Roads & Bridges has made outstanding progress on primary roads, secondary roads remain snow and ice covered. Very little improvement is expected until Friday. Temperatures will remain around freezing this afternoon and fall into the teens tonight. Currently, temperatures are expected to remain below freezing until Friday afternoon. Many motor vehicle accidents as well as several sledding accidents have been reported along with very isolated power outages. Some injuries have been severe.
B. Roads & Bridges and Public Works Crews have worked throughout the operational period to plow and treat roads surfaces. Cherokee County Roads & Bridges provided assistance to the City of Canton this morning clearing Hospital Road.
C. The National Weather Service calls for cloudy skies today, high around freezing. Tonight cloudy low 19, winds gusting to 20 MPH. Wednesday, high 30 with wind gusts to 20 MPH.
D. Road closings are being updated on our web site: www.cherokeega-ema.org.
E. Local government closings reported to the Emergency Operations Center for Wednesday: Holly Springs Administrative Offices and Municipal Court offices. Other closings may be relayed to the EOC later this evening.  Please visit our web site for the most up to date information. Closings for Wednesday will be issued via flash reports.
IV. EMERGENCY SUPPORT FUNCTIONS ACTIVATED
ESF-2: Communications & Warning
Providing watch/warning information.
E-911 Center staffed with extra personnel and a plan has been activated to ensure adequate staff for next shift change. Many 911 operators being housed at Public Safety Building.
E-911 providing staffing for CAD position in EOC.
Amateur Radio Group providing storm spotter services.
ESF-3: Public Works
Providing coordination with multiple field units.
Monitoring and evaluating calls for service specific to public works.
Monitoring traffic cams and state DOT information.
Acting as Liaison with state DOT
Maintaining 12 hour operational shifts until further notice.
Plow and treat priority roads.
Responding to emergency services situations as directed by the Emergency Operations Center.

2. LOW PRESSURE IS EXPECTED TO DEVELOP OVER THE WESTERN GULF OF MEXICO SUNDAY MORNING AND SHIFT EAST THROUGH LATE SUNDAY. AHEAD OF THIS SYSTEM…A COLD AND DRY AIRMASS WILL BE IN PLACE…SETTING THE STAGE FOR A WINTER STORM LOCALLY SUNDAY NIGHT THROUGH MONDAY. AT THIS TIME…PRECIPITATION WILL BEGIN AS ALL SNOW SUNDAY EVENING AND REMAIN PREDOMINANTLY SNOW THROUGH EARLY MONDAY MORNING. INITIALLY…AREAS FORM CARROLLTON TO METRO ATLANTA AND WASHINGTON WILL MIX WITH OR CHANGE OVER TO SLEET…LIMITING ACCUMULATIONS TO 3 TO 5 INCHES OF SNOW AND SLEET. NORTH OF THIS AREA…ACCUMULATIONS WILL BE HIGHER WITH 5 TO 7 INCHES EXPECTED WITH THE HIGHER ELEVATIONS REMAINING ALL SNOW…RESULTING IN LOCALLY HIGHER ACCUMULATION AMOUNTS.

Rope Mill Road Interchange

The construction of the Rope Mill Road Interchange is about to begin. Check the website regularly for updates and information regarding how this will impact us in the neighborhood.

From the City of Woodstock:

CW Matthews is planning to finally begin work on the Ridgewalk Parkway/I-575 Interchange next week (tentatively starting Monday, January 10, 2011) beginning at an area located down/off of Rope Mill Road. After approximately a week of work and clearing they will begin moving dirt from the east side of I-575 over to the west side of I-575. The transport of this dirt will be across the existing bridge and may at times have an impact to traffic in the area; particularly the flow of traffic in and out of Brookshire. They have no plans to close any roads.

PATCHY LIGHT RAIN IS EXPECTED TO MOVE INTO NORTHWEST GEORGIA EARLY THURSDAY MORNING…THEN MOVE ACROSS MOST OF NORTH GEORGIA ON THURSDAY. SURFACE TEMPERATURES ARE EXPECTED TO FALL NEAR THE FREEZING MARK TONIGHT BEFORE THE CLOUDS AND RAIN ARRIVE EARLY THURSDAY MORNING. THE LIGHT RAIN COULD FREEZE ON IMPACT IN PORTIONS OF NORTH GEORGIA WHERE THE TEMPERATURES WILL HOVER NEAR FREEZING BETWEEN 2 AM AND 10 AM THURSDAY MORNING.
THE MAIN THREAT AREA IS GENERALLY ALONG AND NORTH OF A LINE FROM CEDARTOWN THROUGH CANTON TO CLEVELAND. The Woodstock Police Department is advising all that do not have to travel to stay off the roads. Road conditions are rapidly getting worse and will continue to deteriorate in the coming hours.

Woostock Police Warn of Holiday Package Theft

If you are recieving packages during the Holidays please make arrangments so that they are not left on your porch. The Police Department has taken reports of packages being stolen from the front porches where they were left by the delivery company.

Woodstock Police Aim to Minimize Drinking and Driving on New Year’s Eve

The Woodstock Police Department will be conducting “Operation Safe Ride” once again this year.  On New Year’s Eve, Woodstock police officers will provide free rides home to patrons at local bars who may be impaired or feel it is unsafe to drive.

Any person in need of a ride must be at an establishment within the incorporated limits of Woodstock, must live a reasonable distance within Woodstock, and must not have any money to call a taxi.  PeeWee’s Wrecker Service and Neese Towing have joined the operation again this year and are offering to tow vehicles to homes free of charge.

In its third year, this operation has provided over 200 rides home and has saved uncountable lives.  The Department utilizes its 15 passenger van and two police officers to drive people home.

“The main reason for this operation is to ensure that residents can celebrate the holiday, but not endanger the lives of others by driving impaired” says Officer Kim Thomas, Neighborhood Services Unit.  “We have fun interacting with all of the residents and meeting new people.  It is a way for us to get out in the community” Officer Thomas adds. “Operation Safe Ride” runs on St. Patrick’s Day and Halloween night as well.
